Main bar section can be 25.4mm diameter to fit in a standard mtb stem, or 22.2mm dia and using a shim where the stem clamps to it.
 
The hand section needs to be 22.2mm dia to allow brake levers and gear shifters to be able to be mounted.
 
This design also allows the bars to be tilted backwards, and still be able to clear the rear chainstays and the seat frame. The 200mm flat section is ample to allow the bars to clear main frame and also chain.
 
I have attached my bars to the bike using a 1"-1 1/8" quill adapter, and used a 'no name' 90mm Ahead 4-bolt stem [6 degree I think]. There is also no evidence of any ‘tiller style’ action using this bar setup, and it feels like you are sitting on a steering wheel. I have found that a little bit of a rearward tilt works best and gives a fairly natural hand position ... I also have found that a fairly soft/light touch works better than a 'death grip'. The cable route through the bar actually works really well and tidies up the loose cables as seen on other recumbent bikes with USS, and also allows me to mount the brake levers round the right way ... they are comfortable and easy to use as is the SRAM gear set up.
I am currently thinking of trying a 50mm stem to try and move the bars slightly more forward.
 
I have made the first model using aluminium tubing, but 4130 CroMo steel could be a valid option … stainless steel could be a bit heavy.
